August 18, 2021 I. CALL TO ORDER AND ROLL CALL VOTE Chair Taylor called the rescheduled August 12, 2021 meeting of the of the Local Liquor Control Commission to order on August 18, 2021 at 7:00 P.M. via Zoom. Upon roll call, the following were present: Commissioner Brown, Chair Taylor, Commissioner Sender. Absent: Commissioner Pearse. City Staff Present: James P. Kozik, Director of Planning and Economic Development. II. PUBLIC COMMENT There was no public comment. III. APPROVAL OF MINUTES – JULY 21, 2021 Hearing no questions or comments, the minutes of the May 13, 2021 Local Liquor Control Commission meeting were approved as submitted. IV. NEW BUSINESS Application for an Outdoor Special Event Liquor License - Downtown Wheaton Association – Summer Wine Walk Ms. Elle Withall, Executive Director of the Downtown Wheaton Association was in attendance via Zoom to present an application for an Outdoor Special Event Liquor License in connection with their Summer Wine Walk to be held on August 14, 2021, from 2pm to 8pm. Ms. Withall stated that this DWA fundraising event is planned as a ticketed wine tasting event. She stated that the DWA will sell tasting tickets in advance to the public on-line. All ticket holders will check in at a designated location to be carded and receive a wristband (must be 21 years or older); receive their tasting tickets, souvenir wine glass, and a walking map of all the tasting locations. The tasting locations will be inside participating restaurants and selected retailers. The DWA will be purchasing the wine and distributing it to the tasting locations. Each location will have one to two wines offered for tastings. Each location will have a Basset trained person (21 years or older) as the server. A special wine stopper that only allows for 1-ounce pours will be in each opened bottle. The server will be responsible for marking off each tasting on the participant’s tasting ticket. Ms. Withall stated that all tastings must be consumed inside the business premises and that signs will be posted inside the doorways noting that all tastings must be finished inside- no alcohol is allowed outside. WHEATON LIQUOR CONTROL COMMISSION MEETING July 21, 2021 Hearing no questions or comments, Commissioner Sender moved and Commissioner Brown seconded a motion to recommend approval of the proposed Outdoor Special Event Liquor License as proposed. On a roll call vote, all voted aye. Application for Class A Liquor License/Wheaton II Egg Harbor LLC d/b/a Egg Harbor/ 208 S. Hale Street Ms. Kelly Rooney and Angel Gutierrez of Egg Harbor were in attendance via Zoom to present an application for a Class A Liquor License for their restaurant at 208 S. Hale Street. Ms. Rooney stated that Egg Harbor is a 150-seat breakfast and lunch restaurant that has been in business in Wheaton at 208 S. Hale Street for 14 years. Egg Harbor Café has 20 locations in Illinois, Georgia and Wisconsin. Ms. Rooney stated that Egg Harbor is seeking a Class A Liquor License in order to provide similar menu offerings (Mimosa’s and Bloody Mary’s) in Wheaton as their other locations. In response to a question from Chair Taylor regarding training, Mr. Gutierrez stated that any staff involved in the sale or handling of alcohol will be BASSET trained. Hearing no further questions or comments, Commissioner Brown moved and Commissioner Sender seconded a motion to recommend approval of a Class A Liquor License to Wheaton II Egg Harbor LLC d/b/a Egg Harbor/ 208 S. Hale Street. On a roll call vote, all voted aye. V. MISCELLANEOUS BUSINESS There was no miscellaneous business. VI. ADJOURNMENT The meeting was adjourned at 2:23P.M. Respectfully submitted, James P.
