I. CALL TO ORDER AND ROLL CALL VOTE
Chair Taylor called the rescheduled August 12, 2021 meeting of the of the Local Liquor Control
Commission to order on August 18, 2021 at 7:00 P.M. in the City Council Chambers of the Wheaton City
Hall, 303 West Wesley Street and via Zoom.
Upon roll call, the following were present: Commissioner Brown, Chair Taylor, Commissioner Pearse.
Absent: Commissioner Sender. City Staff Present: James P. Kozik, Director of Planning and Economic
Development.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – JULY 21, 2021
Hearing no questions or comments, the minutes of the July 21, 2021 Local Liquor Control Commission
meeting were approved as submitted.
IV. NEW BUSINESS
Application for a Class S Liquor License / Buchanan Energy (S) LLC d/b/a Bucky’s #540 / 1000
E. Roosevelt Road
Ms. Adena M. Santiago, attorney for the applicant was in attendance via Zoom to present an application
for a Class S (Convenience Store) liquor license for a store located at 1000 E. Roosevelt Road to the
Commission.
Ms. Santiago stated that her client, Buchanan Energy (S) LLC recently underwent a change in corporate
structure whereby Casey’s General Stores, Inc., through a wholly owned subsidiary, Casey’s Retail
Company, acquired the interest in Buchanan Energy (S) LLC. Ms. Santiago stated that this change in
corporate structure resulted in a change in officers of the company holding the license.
Ms. Santiago stated that Buchanan Energy (S) LLC will to continue to operate the business with no
significant planned changes that would impact operations or the sale of alcoholic beverages.
Hearing no further questions or comments, Commissioner Brown moved and Commissioner Pearse
seconded a motion to recommend approval of a Class S Liquor License to Buchanan Energy (S) LLC d/b/a
Bucky’s #540 / 1000 E. Roosevelt Road. On a roll call vote, all voted aye.
WHEATON LIQUOR CONTROL COMMISSION MEETING

Amendment to Section 6-87.5 of the Wheaton City Code and Outdoor Special Event Liquor
License / Central Athletic Complex / Wheaton Park District / October Fest and Light the
Torch 5K Night Run / October 2, 2021
Ms. Amy Seklecki, Superintendent of Marketing & Special Events for the Wheaton Park District was in
attendance via Zoom to present an application for an amendment to Section 6-87.5 of the City Code and
an Outdoor Special Event Liquor License in connection with the Wheaton Park District’s October Fest
and Light the Torch 5K Night Run to be held on October 2, 2021 from 4:30 pm to 9 pm at the Central
Athletic Complex, 500 S. Naperville Road to the Commission.
Ms. Seklecki stated that for the first time, two Wheaton Park District events, October Fest and Light the
Torch 5K Night Run are combined in 2021. The combined event, presented in partnership by the
Wheaton Park District, DuPage County Historical Museum and FT Cares Foundation, is to include live
entertainment, food, beer garden and children’s area.
Ms. Seklecki stated that admission is free and pointed out the locations of the the point of entry and
locations for the various activities to the Commission. Ms. Secklecki stated that a 21+ wristband will be
required for those attendees seeking to purchase an alcoholic beverage.
Regarding the proposed amendment, Ms. Secklecki stated that because Section 6-87.5 of the City Code
(Outdoor Special Event Liquor Licenses) defines specific areas where such a license is permitted, the
Park District is seeking an amendment to subsection (d) to include the Central Athletic Complex at 500 S.
Naperville Road as an authorized location.
Members of the Commission discussed the proposed amendment and felt it was appropriate to
accommodate events at this new park.
Hearing no questions or comments, Commissioner Pearse moved and Commissioner Brown seconded a
motion to recommend approval of the proposed amendment to Section 6-87.5 of the City Code to
include the Central Athletic Complex at 500 S. Naperville Road as an authorized location. On a roll call
vote, all voted aye.
Commissioner Brown then moved and Commissioner Pearse seconded a motion to recommend
approval of the Outdoor Special Event Liquor License in connection with their October Fest and Light the
Torch 5K Night Run combined event. On a roll call vote, all voted aye.
Amendment to Section 6-87, Subsection 7 of the Wheaton City Code / Off-Site Catering
Director of Planning and Economic Development Kozik was in attendance to present an amendment to
Section 6-87.5, Subsection 7 of the Wheaton City Code pertaining to Off-Site Catering to the
Commission.
Mr. Kozik stated that currently, Wheaton restaurants possessing an existing Class A, B or I Liquor
License, cannot cater food and/or alcoholic beverages at an off-site location.
Mr. Kozik stated that in order to provide for increased business opportunities for our local restaurants,
City staff is proposing an amendment to Section 6-87, Subsection 7 of the Wheaton City Code (Class G
License Off-Site Catering) which would permit a restaurant located within the City that already
possesses an existing Class A, B or I Liquor License to cater food and/or alcoholic beverages at an off-site
location, but not before obtaining the aforementioned license.

Mr. Kozik stated that existing Class A, B or I licensees seeking a Class G license shall submit a written
request for the license to the City Clerk and that the City Clerk may approve the Class G license if the
applicant provides all required information and is in good standing. Mr. Kozik stated that there shall be
no additional fee for an existing Class A, B or I licensee to receive a Class G License.
Hearing no questions or comments, Commissioner Brown moved and Commissioner Pearse seconded a
motion to recommend approval of the proposed amendment to Section 6-87.5, Subsection 7 of the
Wheaton City Code pertaining to Off-Site Catering. On a roll call vote, all voted aye.
V. MISCELLANEOUS BUSINESS
There was no miscellaneous business.
VI. ADJOURNMENT
The meeting was adjourned at 7:21P.M.
