I. CALL TO ORDER AND ROLL CALL VOTE
Planning and Economic Development Director Kozik called the April 14, 2022 meeting of the Local Liquor
Control Commission to order at 7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303
West Wesley Street and via Zoom.
Upon roll call, the following were present: Commissioner Pearse, Commissioner Sender and
Commissioner Whitmer. Absent: Chair Taylor and Commissioner Brown. City Staff Present: James P.
Kozik, Director of Planning and Economic Development.
Commissioner Sender moved and Commission Whitmer seconded a motion to nominate Commissioner
Pearse as Chair Pro-Tem. On a voice vote, all voted aye.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – February 10, 2022
Hearing no questions or comments, Commissioner Sender moved and Commissioner Whitmer seconded
a motion to recommend approval of the minutes of the February 10, 2022 Local Liquor Control
Commission meeting as submitted. On a voice vote, all voted aye.
IV. NEW BUSINESS
Application for a Class A Liquor License – BESTFOODEVER LLC d/b/a Egg’lectic Café - 145 N.
Hale Street
Mr. Massimo Salatino, owner of BESTFOODEVER LLC d/b/a Egg’lectic Café, was in attendance to present
an application to the Commission for a Class A Liquor License for his restaurant, the Egg’lectic Café. Mr.
Salatino stated that BESTFOODEVER LLC recently purchased the Egg’lectic Café and has assumed their
lease. Mr. Salatino stated that he plans to continue to operate the Egg’lectic Café as it existed under the
previous owner but is seeking a Class A Liquor License in order to provide similar menu offerings
(Mimosa’s, Bloody Mary’s, etc.) as his competitors in Wheaton.
Mr. Salatino then described his liquor sales training procedures for the Commission.
Hearing no further questions or comments, Commissioner Sender moved and Commissioner Whitmer
seconded a motion to recommend that a Class A Liquor License be approved for BESTFOODEVER LLC
d/b/a Egg’lectic Café, 145 N. Hale Street. On a roll call vote, all voted aye.

Outdoor Special Event Liquor License - Memorial Park - Wheaton Park District
June 2-5 (Cream of Wheaton), June 24-25, July 15-16, 29-30 (Summer Concert Series), August
6 (Wheaton Brew and Seltzer Fest), August 12-13, September 9-10 (Summer Concert Series)
and September 22-25 (Two Possible Rain Dates)
Mr. Dan Novak from the Wheaton Park District was in attendance to present the Park Districts
applications for Outdoor Special Event Liquor Licenses in connection with Cream of Wheaton, their
Summer Concert Series and the Wheaton Brew and Seltzer Fest; all to be held at Memorial Park to the
Commission.
Mr. Novak then described the liquor sales procedures for each event.
Following a brief discussion by the Commission, Commissioner Whittmer moved and Commissioner
Sender seconded a motion to recommend approval of the Outdoor Special Event Liquor Licenses in
connection with Cream of Wheaton, the Summer Concert Series and the Wheaton Brew and Seltzer Fest
as presented to the City Council. On a roll call vote, all voted aye.
Outdoor Special Event Liquor License – DuPage County Fair Association – May 28th (DuPage
Community Arts Festival) – DuPage County Fairgrounds
Mr. Jim McGuire, DuPage County Fair Association, was in attendance to present the Association’s
application for an Outdoor Special Event Liquor License in connection with the DuPage Community Arts
Festival, an event to be held on the north end of the County Fairgrounds on Saturday, May 28, 2022,
from 10 A.M. to 11 P.M. to the Commission.
Mr. McGuire stated that the Fair Association describes the DuPage Community Arts Festival as a
celebration of the Arts in DuPage County featuring three stages programmed throughout the day, with
local artists and vendors showcasing their work. A beer tent, food trucks and food venders will also be
part of the event.
Mr. McGuire stated that Wheaton Police and BASSET/Wheaton Police-trained volunteers will be on duty
at the entrance to the beer tent to check ID’s and “band” attendees wishing to purchase alcohol. All
servers at the event will receive alcohol training pursuant to the Liquor Ordinance requirements.
Hearing no questions or comments, Commissioner Sender moved and Commissioner Whittmer
seconded a motion to recommend approval of the Fair Association’s application for an Outdoor Special
Event Liquor License in connection with their DuPage Community Arts Festival event to the City Council.
On a roll call vote, all voted aye.
Outdoor Special Event Liquor License – DuPage County Fair Association – June 17th thru June
20th (Ribfest) - DuPage County Fairgrounds
Mr. Jim McGuire, DuPage County Fair Association, was in attendance to present the Association’s
application for an Outdoor Special Event Liquor License in connection with Ribfest, an event to be held

at the County Fairgrounds on Friday, June 17th – Monday, June 20th. The proposed hours of the event
are Friday and Saturday from noon to 11:00pm, Sunday from noon to 10:00pm and Monday from noon
to 8:00pm to the Commission.
Mr. McGuire stated that the Fair Association describes Ribfest as a fundraising event for organizations
working to eliminate child abuse and domestic violence. Ribfest showcases various vendors selling ribs, a
carnival and evening, ticketed concerts. There will be three locations on grounds early in the day selling
beer, wine and seltzer type drinks, and four more will open at 5:00pm to service the concert venue.
Mr. McGuire stated that Wheaton Police will be present at all alcohol point-of-sale locations and
BASSET/Wheaton Police-trained volunteers will performing ID checks and “banding” of attendees at
point-of-sale locations for those wishing to purchase alcohol. All servers at the event will also receive
alcohol training pursuant to the Liquor Ordinance requirements.
Hearing no questions or comments, Commissioner Whittmer moved and Commissioner Sender
seconded a motion to recommend approval of the Fair Association’s application for an Outdoor Special
Event Liquor License in connection with their Ribfest event to the City Council. On a roll call vote, all
voted aye.
Amendment to Section 6-87, Subsection 1, 2 and 9 of the Wheaton City Code -
Beer Package Sales
Mr. Kozik stated that staff is proposing consideration of an amendment to Section 6-87, Subsections 1, 2
and 9 of the Wheaton City Code (Class A, B and I Licenses) to allow package sales of beer in addition to
wine and specialty spirits. Package sales of wine and specialty spirits has been allowed by Class A, B and
I Licensees since 2018.
Following a brief discussion by the Commission, Commissioner Whittmer moved and Commissioner
Sender seconded a motion to recommend approval of the proposed amendment to allow package sales
of beer in addition to wine and specialty spirits by Class A, B and I Licensees to the Council. On a roll call
vote, all voted aye.
V. MISCELLANEOUS BUSINESS
Boards and Commissions
The Commission deferred discussion on this matter to their next meeting, when more members could
be present.
VI. ADJOURNMENT
The meeting was adjourned at 7:35 P.M.
