I. CALL TO ORDER AND ROLL CALL VOTE
Mr. Kozik called the August 11, 2022 meeting of the Local Liquor Control Commission to order at 7:00
P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street and via Zoom.
Upon roll call, the following were present: Commissioner Brown, Commissioner Pearse, Commissioner
Sender and Commissioner Whitmer. Absent: Chair Taylor. City Staff Present: James P. Kozik, Director of
Planning and Economic Development.
Commissioner Brown moved and Commissioner Whitmer seconded a motion to nominate
Commissioner Pearse as Chair Pro Tem. On a voice vote, all voted aye.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – June 9, 2022
Hearing no questions or comments, Commissioner Sender moved and Commissioner Brown seconded a
motion to recommend approval of the minutes of the June 9, 2022 Local Liquor Control Commission
meeting as submitted. On a voice vote, all voted aye.
IV. NEW BUSINESS
Outdoor Special Event Liquor License - Memorial Park - Wheaton Park District - Free Concert
Featuring the DuPage Symphony Orchestra
Mr. Dan Novak, Wheaton Park District, stated that the Wheaton Park District has submitted an
application for an Outdoor Special Event Liquor License in connection with a free concert featuring the
DuPage Symphony Orchestra to be held at Memorial Park on September 17th from 6-9 pm (gates open
at 6 pm; performance begins at 7pm).
Mr. Novak stated that any guest wishing to purchase an alcoholic beverage will be required to obtain a
21+ wristband at the ID check/gate. All liquor sales will take place within the parks fenced in area and no
beverages will be permitted to leave the park. Wheaton Police will be on duty and BASSET/Wheaton
Police-trained volunteers will check ID’s and “band” attendees wishing to purchase alcohol. All servers
at the event will receive alcohol training pursuant to the Liquor Ordinance requirements.

Hearing no questions or comments, Commissioner Whitmer moved and Commissioner Brown seconded
a motion to recommend approval of an Outdoor Special Event Liquor License for the Park District’s free
concert featuring the DuPage Symphony Orchestra. On a voice vote all voted aye.
Outdoor Special Event Liquor License - Central Athletic Complex - Wheaton Park District
October Fest
Mr. Dan Novak, Wheaton Park District stated that the Park District has submitted an application for an
Outdoor Special Event Liquor License for their October Fest event to be held on October 1, 2022, from
4:30 pm to 10 pm at the Central Athletic Complex, 500 S. Naperville Road.
Mr. Novak stated that the Park District’s proposed October Fest event is to include live entertainment,
food, beer garden and children’s area. Admission is free. If the guest wants to purchase an alcoholic
beverage, a 21+ additional wristband will be required. Wheaton Police will be on duty and
BASSET/Wheaton Police-trained volunteers will check ID’s and “band” attendees wishing to purchase
alcohol. All servers at the event will receive alcohol training pursuant to the Liquor Ordinance
requirements.

Outdoor Special Event Liquor License – DuPage County Fair Association – Milton Fest
Ms. Ellen Sietman, Vice President of the DuPage County Fair Association, stated that the Fair Association
has submitted an application for an Outdoor Special Event Liquor License in connection with Milton Fest,
a music fest to support the Milton Township Food Pantry to be held on the north end of the County
Fairgrounds on September 17th, from noon to 11 P.M.
Ms. Sietman stated that beer, wine and seltzer single serving products will be sold in a single location.
Wheaton Police will be on duty and BASSET/Wheaton Police-trained volunteers will check ID’s and
“band” attendees wishing to purchase alcohol. All servers at the event will receive alcohol training
pursuant to the Liquor Ordinance requirements.

motion to recommend approval of the Fair Association’s application for an Outdoor Special Event Liquor
License in connection with their Milton Fest event. On a voice vote all voted aye.
Outdoor Special Event Liquor License – DuPage County Fair Association – Nami DuPage
Octoberfest
Ms. Ellen Sietman, Vice President of the DuPage County Fair Association, stated that the Fair Association
has submitted Outdoor Special Event Liquor License application in connection with Octoberfest, an
event to held at the north end of the DuPage County Fairgrounds on Friday, September 30th from 6pm
to 11pm, Saturday, October 1st from 12noon to 11pm and Sunday, October 2nd from 12noon to 8pm.
Ms. Sietman stated that Octoberfest is a fundraising event featuring craft vendors, food booths, carnival,
and a beer tent. The Fair Association states that this fundraiser will benefit their organization and Nami
DuPage.
Ms. Sietman stated that beer, wine and seltzer single serving products will be available for purchase.
