I. CALL TO ORDER AND ROLL CALL VOTE
Chair Pearse called the March 9, 2023 meeting of the Local Liquor Control Commission to order at 7:00
P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street and via Zoom.
Upon roll call, the following were present: Chair Pearse, Commissioner Sender and Commissioner
Whitmer. Absent: Commissioner Brown and Commissioner Taylor. City Staff Present: James P. Kozik,
Director of Planning and Economic Development.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – February 16, 2022
Mr. Kozik stated that the minutes of the February 16, 2022 Local Liquor Control Commission meeting
will be on the April 13th agenda for approval.
IV. NEW BUSINESS
Application for a Class A Liquor License – Pacific Wheaton, LLC DBA Proof no 5 – 214 W. Front Street
Mr. James Larson, Director of Operations and Jeff Water, Founder, were in attendance to present an
application for a Class A Liquor License for Proof no 5, their new restaurant to be located at 214 W.
Front Street.
Mr. Larson stated that their proposed 115-seat restaurant is to be located in a building that was
previously occupied by an optometrist, barber shop, and shoe store. Mr. Larson stated that they also
own and operate Burger Social in Downtown Wheaton, Barrel + Rye and Burger Local in Downtown
Geneva and Maize + Mash in Downtown Glen Ellyn.
Mr. Larson then provided the Commission with information about his company’s background in the
responsible sales of alcohol and how liquor training will be addressed at the proposed restaurant.
Hearing no further questions or comments, Commissioner Whitmer then moved and Commissioner
Sender seconded a motion to recommend approval of a Class A Liquor License to Pacific Wheaton, LLC
DBA Proof no 5, 214 W. Front Street. On a voice vote, all voted aye.
V. MISCELLANEOUS BUSINESS
There was no miscellaneous business.
