May 27, 2015 WHEATON PLANNING AND ZONING BOARD I. CALL TO ORDER AND ROLL CALL VOTE Chair Schwarze called the May 27, 2015 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were: Roll Call Vote Present: Bob Gudmundson Bob McDonough Patricia Schwarze Scott Weller Absent: Chris Derrick Linda Johnson Mark Plunkett City Staff Present: Tracy Jones, Staff Planner Paul Redman, Director of Engineering II. APPROVAL OF MINUTES - MAY 12, 2015 The minutes were approved as presented. III. PUBLIC COMMENT There was none. IV. NEW BUSINESS ZA #15-07/ PUD/ 2000 South Naperville Road/ CVS Pursuant to notice duly published on May 6, 2015 and letters mailed to neighboring property owners on May 5, 2015, Chair Schwarze called to order the May 27, 2015 public hearing requesting PUD approval for a new CVS drug store with a drive-thru service lane and an electronic message board at 2000 South Naperville Road. The property is zoned C-5 and the existing building would be demolished. The proposed drug store would be 13,225 square feet in size and would have 70 parking spaces. Peter Bazos, 1250 Larkin Avenue, Suite 100, Elgin was sworn in. Mr. Bazos stated that he was the attorney working on the project. He stated that the subject property is located at the northwest corner of West Loop and Naperville Roads and is presently improved with a mostly vacant office building. The 1.69 acre parcel is zoned C-5 General Commercial. The property was originally developed in 1987 as a PUD. The applicant is requesting PUD approval to construct a new CVS drug store with a drive-thru service lane and an electronic message board at 2000 South Naperville Road following the demolition of the existing office building. Mr. Bazos addressed the special use standards for a PUD as required by the Wheaton Zoning Ordinance. He stated that the proposed special use would not be detrimental to the public health, safety, morals, comfort, convenience or general welfare of the neighboring property owners. He added that the proposed retail development would be an improvement over the mostly vacant office building. Mark Bettenhausen, 8501 Higgins Road, Chicago was sworn in. Mr. Bettenhausen stated that he represented the developer. He added that the existing CVS store on Blanchard Street has higher than average sales, so they have Wheaton Planning and Zoning Board May 27, 2015 Page - 2 - of 3 been looking for a second location in Wheaton for some time. He added that the proposed store would generate approximately 12 jobs. Charlie Haapala, 8501 Higgins Road, Chicago was sworn in. Mr. Haapala stated that he was the architect working on the project. He stated that the exterior of the building is proposed to be red and tan split face brick. He added that all the rooftop mechanical equipment would be fully screened by structural elements of the building equal in height to the mechanical units. Brad Prischman, 7325 Janes Avenue, Woodridge was sworn in. Mr. Prischman stated that he was the engineer working on the project. He stated that the existing site has access from two full access driveways on West Loop Road. The proposed re-development of the site contemplates the consolidation of these driveways into one which would be aligned with the private access road of the retail development to the south. In addition, a right- in right-out driveway is proposed along Naperville Road located approximately 175 feet north of the West Loop Road intersection which would accommodate delivery truck egress. He added that the drive-thru would accommodate stacking of six vehicles. Mr. Prischman stated that perimeter landscaping setbacks of approximately five feet are requested along the northwest and northeast property lines in lieu of the required 15.0 feet to accommodate the proposed drive-thru service lane. He added that his client is agreeable to all of the landscape conditions included in the staff report recommendation. Mr. Gudmundson stated his concern with the screening of rooftop mechanicals, a proposed market study being completed for another drug store in the area, right-in right-out access on to Naperville Road, signage at the access on to Naperville Road and adequate circulation for delivery trucks. Mr. McDonough stated his concern with the impact on existing pedestrian and vehicular traffic, the removal of existing trees, the design of the building, the larger footprint of the building compared to the existing office building, the proposed drug store being constructed directly across the street from the existing Walgreens and the proposed right-in right-out access on Naperville Road. Mr. Weller stated his concern with the right-in right-out access on to Naperville Road. He added that the adjacent Walgreens development does not have direct access on to Naperville Road and has significantly less parking spaces then the proposed CVS. Chair Schwarze stated her concern with the right-in right-out access on to Naperville Road. Chair Schwarze added that she was not concerned with the proposed drug store being constructed across the street from the existing Walgreens, since the market would ultimately dictate the number of drug stores that could co-exist in the area. The Board decided to continue the item until the Board’s next regular meeting. Mr. Weller moved and then Mr. Gudmundson seconded the motion to continue the public hearing until the Board’s next regular meeting on Tuesday, June 9, 2015. On a voice vote, all voted aye. V. MISCELLANEOUS There was none. VI. ADJOURNMENT Mr. Weller moved and then Mr. Gudmundson seconded the motion to adjourn the meeting at 8:15 p.m. On a voice vote, all voted aye.
