WHEATON PLANNING AND ZONING BOARD
I. CALL TO ORDER AND ROLL CALL VOTE
Chair Weller called the July 26, 2016 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the
Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were:

II. APPROVAL OF MINUTES - JULY 12, 2016
The minutes were approved as submitted.
III. PUBLIC COMMENT
There was none.
IV. NEW BUSINESS
ZA #16-14/ SPECIAL USE/ 213 - 217 SOUTH HALE STREET/ WEST LIBERTY LLC
Pursuant to notice duly published on July 8, 2016 and letters mailed to neighboring property owners on July 6, 2016,
Chair Weller called to order the July 26, 2016 public hearing requesting approval of a special use permit (pursuant
to Article 22.2.6 of the City of Wheaton Zoning Ordinance) to allow a parking lot located at 213 - 217 South Hale
Street to be used for accessory off-street parking for the businesses located at 208 South Hale Street and 204 West
Liberty Drive.
Don Burke, West Liberty LLC, 3 Grant Square #323, Hinsdale was sworn in. Mr. Burke stated that he is the owner
of West Liberty LLC and that the subject property is located on the east side of Hale Street between Liberty Drive
and Willow Avenue. He stated that he is requesting approval of a special use permit (pursuant to Article 22.2.6 of
the City of Wheaton Zoning Ordinance) to allow a 12 stall parking lot located at 213 - 217 South Hale Street to be
used for accessory off-street parking for the businesses located at 208 South Hale Street (Egg Harbor Café) and 204
West Liberty Drive (The Perfect Thing). The parking lot is located on a separate zoning lot within 300 feet of these
businesses. The parking lot was constructed in April 2016; the site previously contained two older commercial
buildings. The perimeter of the parking lot is currently landscaped with a mix of shade trees, shrubs and ornamental
grasses that meets the requirements of Article 6.6.2 of the City of Wheaton Zoning Ordinance.
Mr. Burke addressed the special use permit standards as required by the Zoning Ordinance. He stated that the
proposed special use permit would not be detrimental to the public health, safety, morals, comfort, convenience
or general welfare of the neighboring property owners.
Mr. Almiron questioned whether signage was planned for the parking lot.

Mr. Burke stated that he may put up signage reserving a certain number of parking spaces for 204 West Liberty
Drive (The Perfect Thing), since private off-street parking was required in their lease.
Mr. Almiron questioned the safety of patrons crossing Hale Street mid-block.
Staff Planner Jones stated that a lot of the patrons already park on the east side of Hale Street, so they are
already crossing the street mid-block.
Mr. Almiron moved and then Mr. Derrick seconded the motion to close the public hearing. On a voice vote, all
voted aye.
The Board decided to vote this evening.
Mr. Wanzung moved and then Mr. Derrick seconded the motion to approve ZA #16-14 as presented.

Mr. Derrick moved and then Mr. Wanzung seconded the motion to adjourn the meeting at 7:20 p.m. On a voice
vote, all voted aye.
