August 23, 2016 WHEATON PLANNING AND ZONING BOARD I. CALL TO ORDER AND ROLL CALL VOTE Chair Weller called the August 23, 2016 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were: Roll Call Vote Present: Nicole Aranas Chris Derrick Bob Gudmundson Mark Plunkett Dan Wanzung Scott Weller Absent: Ron Almiron City Staff Present: Tracy Jones, Staff Planner II. APPROVAL OF MINUTES - AUGUST 9, 2016 The minutes were approved as submitted. III. PUBLIC COMMENT There was none. IV. NEW BUSINESS ZA #16-16/ FRONT YARD SETBACK VARIATION/ 1944 CHIPPEWA DRIVE/ BIRKETT Pursuant to notice duly published on August 6, 2016 and letters mailed to neighboring property owners on August 4, 2016, Chair Weller called to order the August 23, 2016 public hearing requesting a variation to Article 9.2.5 of the Wheaton Zoning Ordinance to allow the construction and use of a covered front porch on the property located at 1944 Chippewa Drive with a front yard setback of 26.0 feet in lieu of the required 37.4 feet. Joseph Birkett, 1944 Chippewa Drive, Wheaton was sworn in. Mr. Birkett stated that the subject property is located on the south side of the Chippewa Drive cul-de-sac. The site is improved with an existing single-family home and attached garage. The covered front porch is intended to enhance the curb appeal of the home, while sheltering the front entry from snow and ice build-up during the winter months. Mr. Birkett stated that he is requesting a front yard setback variation to allow the construction of a covered front porch with a front yard setback of 26.0 feet in lieu of the required 37.4 feet. The front yard setback of the adjacent residence to the west is 29.5 feet and the front yard setback of the adjacent residence to the east is 45.25 feet. These setbacks are averaged to determine the required front yard setback of 37.4 feet for the subject property. Due to the unusual configuration of the lots on the cul-de-sac, the averaging method creates an abnormally large front yard setback requirement for the subject property. Staff Planner Jones stated that the existing home has a front yard setback of approximately 31.0 feet. The new covered front porch would be 8.33 feet wide by 5.0 feet deep and would replace an existing uncovered concrete stoop. He stated that the proposed variation would not be detrimental to the public health, safety, morals, comfort, convenience or general welfare of the neighboring property owners. Mr. Gudmundson moved and then Mr. Plunkett seconded the motion to close the public hearing. On a voice vote, all voted aye. The Board decided to vote this evening. Mr. Derrick moved and then Mr. Wanzung seconded the motion to approve ZA #16-16 as presented.
