September 26, 2017 WHEATON PLANNING AND ZONING BOARD I. CALL TO ORDER AND ROLL CALL VOTE Chair Weller called the September 26, 2017 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were: Roll Call Vote Present: Nicole Aranas Christopher Dabovich Bob Gudmundson Cecilia Horejs Mark Plunkett Dan Wanzung Scott Weller Absent: None City Staff Present: Tracy Jones, Staff Planner Jim Kozik, Director of Planning and Economic Development II. APPROVAL OF MINUTES - SEPTEMBER 12, 2017 The minutes were approved as presented. III. PUBLIC COMMENT Gary Jones, 309 Birch Drive, Wheaton was sworn in. Mr. Jones stated his concerns with the Wheaton School District 200 and the Wheaton Park District plans to construct an addition onto Monroe Middle School and close Graf Park. Chris Ewert, 314 Westwood Drive, Wheaton was sworn in. Mr. Ewert also stated his concerns with the Wheaton School District 200 and the Wheaton Park District plans to construct an addition onto Monroe Middle School and close Graf Park. Director Kozik stated that the Monroe Middle School addition would only come before the Wheaton Planning and Zoning Board if a variation was requested. He added that no formal plan has been submitted to the City to date. IV. NEW BUSINESS Laurie Marston and Michael Blue from the Planning Officials Development Committee provided an informative, useful, and interactive training workshop to the Wheaton Planning and Zoning Board. This training is supported by the Illinois Chapter of the American Planning Association (APA) and the Chaddick Institute at DePaul University. This was the 76-training session provided to communities in Illinois. The curriculum for the training workshop included: Brief History of Planning; Comprehensive Plan; Plan Implementation; Regulating Development; Zoning Ordinance; Zoning Districts; Types of Zoning Approval; PUD; Items not subject to review by Commission; Annexation; Subdivision Regulations; Other Development Review Tools - Regulatory and Advisory; Role of Members of the Plan Commission; Role of Elected Officials; Other Commissions; Other Jurisdictions; Role of Planner; Staff Report; Roles of Other Key Actors; Role of the Chair; Ex Parte Contacts; Goal of Taking Testimony; Findings of Fact; Special Use/Conditional use Standards; Variation/Variance Standards; Ethics; Conflicts of Interest; Open Meetings Act; Closed Sessions; Roberts Rules and Resources.  Wheaton Planning and Zoning Board September 26, 2017 Page 2 of 2 V. MISCELLANEOUS Staff Planner Jones stated that the Wheaton Planning and Zoning Board would have the Circle K sign and the DuPage PADS addition requests on their next regular agenda. VI.
