October 10, 2017 WHEATON PLANNING AND ZONING BOARD I. CALL TO ORDER AND ROLL CALL VOTE Chair Weller called the October 10, 2017 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were: Roll Call Vote Present: Nicole Aranas Bob Gudmundson Cecilia Horejs Dan Wanzung Scott Weller Absent: Christopher Dabovich Mark Plunkett City Staff Present: Tracy Jones, Staff Planner II. APPROVAL OF MINUTES - SEPTEMBER 26, 2017 The minutes were approved as presented. III. PUBLIC COMMENT There was none. IV. OLD BUSINESS ZA #17-22/ PUD AMENDMENT/ 100 W. GENEVA ROAD/ CIRCLE K HEARTLAND Chair Weller reconvened the public hearing on Tuesday, October 10, 2017 and asked the applicant to provide the revised information requested by the Board at the previous meeting. Mr. Stinson stated that based on feedback received from the Planning and Zoning Board at the previous meeting, Circle K has revised their sign proposal. They are now requesting a ground sign with a height of 7 feet and a size of 48 square feet at both entrances. These two signs are identified as Sign 1 and Sign 2 on the attached sign proposal dated October 9, 2017. Mr. Wanzung questioned whether some of the existing landscaping would need to be moved. Mr. Stinson stated that some of the existing landscaping near proposed Sign 1 will need to be relocated somewhere else on the site. He agreed to work with staff to modify the approved landscape plan as needed. Ms. Aranas moved and then Ms. Horejs seconded the motion to close the public hearing. On a voice vote, all voted aye. The Board decided to vote this evening. Mr. Wanzung moved and then Mr. Gudmundson seconded the motion to approve ZA #17-22, a PUD Amendment request to revise the existing signage plan for the Circle K convenience filling station located at 100 W. Geneva Road based on the revised sign proposal dated October 9, 2017. NEW BUSINESS ZA #17-23/ PUD AMENDMENT/ 703 W. LIBERTY DRIVE/ DUPAGE PADS Pursuant to notice duly published on September 22, 2017 and letters mailed to neighboring property owners on September 20, 2017, Chair Weller called to order the October 10, 2017 public hearing requesting approval of an amendment to a PUD to allow the construction and use of a 950-square foot one-story addition onto the existing DuPage PADS day shelter building located at 703 W. Liberty Drive. The property is zoned M-1 Manufacturing District. Staff Planner Jones stated that DuPage PADS was granted PUD approval by City of Wheaton Ordinance No. E- 4006 in 1994 to use the existing building located at 705 W. Liberty Drive as office space and to construct a day shelter building located at 703 W. Liberty Drive. Ben Bussman, 207 S. Naperville Road, Wheaton was sworn in. Mr. Bussman stated that he was the engineer working on the project. He further stated that DuPage PADS is proposing a 25.0 foot wide by 38.0 foot deep addition on the east side of the day shelter building. The proposed addition is one-story, totals 950 square feet and maintains both the required side and rear setback of 10.0 feet. Mr. Bussman stated that the subject property has an existing parking lot for employee and customer parking that contains 15 spaces plus 1 accessible space. He added that a variation was granted to allow the 16 spaces in lieu of the required 21 spaces as part of the original PUD. The construction of the proposed 950 square foot addition requires an additional 4 parking spaces (3.8 spaces per 1,000 square feet of office space). Thus, DuPage PADS is requesting a parking variation to allow 16 spaces in lieu of the required 25 spaces as part of this request. Mr. Bussman stated that the landscape plan shows an assortment of shrubs and ornamental grasses along the south and east walls of the proposed addition. A new sidewalk is also proposed in this area. There is an existing fence along the rear property line that will remain intact. Rick Alex, 32W618 Honey Hill, Wayne was sworn in. Mr. Alex stated that he was the contractor working on the project. He stated that DuPage PADS has prepared building elevations as part of their special use permit submittal. While it was not clear from the elevations that were provided, Mr. Alex stated that the exterior of the addition will match the existing day shelter building in terms of design, material and color. He added that the existing day shelter building includes a large dayroom, kitchen with pantry, four offices, storage, mechanical, laundry and bathroom facilities. The addition would add two additional offices and a large conference room space. Wheaton Planning and Zoning Board October 10, 2017 Page 3 of 3 Mr. Alex addressed the special use permit standards for a planned unit development as required by the Wheaton Zoning Ordinance. He stated that the proposed PUD Amendment would not be detrimental to the public health, safety, morals, comfort, convenience, or general welfare of the neighboring property owners. Chair Weller questioned whether the proposed number of parking spaces will be adequate. Mr. Alex stated that the proposed number of parking spaces will be adequate since the addition will not generate any additional parking demand. Mr. Wanzung moved and then Mr. Gudmundson seconded the motion to close the public hearing. On a voice vote, all voted aye. The Board decided to vote this evening. Mr. Gudmundson moved and then Ms. Horejs seconded the motion to approve ZA #17-23 as presented.
