April 24, 2018 WHEATON PLANNING AND ZONING BOARD I. CALL TO ORDER AND ROLL CALL VOTE Chair Weller called the April 24, 2018 Wheaton Planning and Zoning Board meeting to order at 7:00 p.m. in the Council Chambers of the Wheaton City Hall, 303 W. Wesley Street. Upon roll call, the following were: Roll Call Vote Present: Nicole Aranas Christopher Dabovich Bob Gudmundson Cecilia Horejs Mark Plunkett Dan Wanzung Scott Weller Absent: None City Staff Present: Tracy Jones, Staff Planner II. APPROVAL OF MINUTES - MARCH 27, 2018 The minutes were approved as presented. III. PUBLIC COMMENT There was none. IV. OLD BUSINESS ZA #18-04/ TEXT AMENDMENT/ ARTICLE 22.4.9/ LIGHTING Chair Weller reconvened the public hearing on Tuesday, April 24, 2018. Chair Weller stated that this was a continued public hearing to consider a text amendment to the Wheaton Zoning Ordinance pertaining to Parking Lot Lighting. The proposed text amendment, initiated by City Staff, deletes the existing regulations for Article 22.4.9 in their entirety and replaces them with new language that includes standards for LED fixtures. Chair Weller stated that the public hearing was continued to provide staff with additional time to split the parking lot lighting requirements into two categories, one for Traditional (Non-LED) Fixtures and one for LED Fixtures. The Board further recommended that staff research the minimum size requirements for light shields and possible limits of Kelvins or light bulb color temperature for LED Fixtures. Staff Planner Jones stated that since the previous public hearing, staff spoke with the electrician that completed the recent parking lot lighting improvements at the Wheaton Sports Center. The electrician recommended referring to the shields as cut-off shields instead of glare shields in the text. He further recommended not including a minimum size for a cut-off shield in the text, since every LED fixture is different but instead require that the shields be installed per manufacturers guidelines. He added that the Kelvins or light bulb color temperature for LED fixtures used in parking lots typically range between 4000 - 5000 Kelvins (K). Staff Planner Jones stated that based on feedback from the Board and the electrician that completed the parking lot lighting improvements at the Wheaton Sports Center, staff is now proposing the following revised language for Article 22.4.9 - Lighting: Wheaton Planning and Zoning Board April 24, 2018 Page 2 of 3 “Parking Lot Lighting. Parking lot lighting shall be required for all parking lots containing more than twenty (20) spaces. All lighting, except necessary for security purposes, shall be extinguished one-half (½) hour after the close of business. Traditional (Non-LED) Fixtures: Lighting for off-street parking facilities shall be of a shoe-box style luminare with a flat lens installed parallel to the ground to prevent glare at eye level on surrounding public and/ or private property. The footcandle illumination of lighting shall not exceed 0.5 footcandles at the property line. The maximum luminare for high pressure sodium and/ or metal halide fixtures shall be 400 watts and the maximum pole height shall be 30 feet. LED Fixtures: LED fixtures shall be installed parallel to the ground and shall comply with the maximum footcandle, maximum luminare (through a lumen to watt conversion), and maximum pole height for Traditional (Non-LED) Fixtures. LED fixtures shall have cut-off shields installed per manufacturers guidelines to minimize glare on surrounding public and/ or private property. When LED fixtures are installed adjacent to property lines, a Type II or Type III LED Lighting Distribution Style shall be required. The color temperature for LED fixtures shall range between 4000 - 5000 Kelvins (K).” Robert Stozek, 1130 Champion Forest Court, Wheaton was sworn in. Mr. Stozek stated that he lives adjacent to the Wheaton Sports Center and when the parking lot lighting improvements were completed last year the manufacturers guidelines for the cut-off shields were not adequate. He added that customized cut-off shields had to be installed to address the neighbors’ concerns. Mr. Dabovich questioned the maximum light level allowed at the property line. Staff Planner Jones stated that the lights could not exceed .05 footcandles at the property line. She added that the requirement is .05 footcandles in residential areas between 10:00 pm and 6:00 am. The Board discussed the proposed language and decided that the second sentence in the LED Fixtures paragraph shall read “LED fixtures shall have cut-off shields installed to manufacturers guidelines to prevent glare on surrounding public and/ or private property”. Mr. Dabovich moved and then Ms. Horejs seconded the motion to close the public hearing. On a voice vote, all voted aye. The Board decided to vote this evening. Ms. Aranas moved and then Mr. Plunkett seconded the motion to approve ZA #18-05 subject to the condition that the second sentence of the LED Fixtures paragraph shall read “LED fixtures shall have cut-off shields installed to manufacturers guidelines to prevent glare on surrounding public and/ or private property”. MISCELLANEOUS There was none. VI. ADJOURNMENT Mr. Plunkett moved and then Mr. Wanzung seconded the motion to adjourn the meeting at 7:20 p.m. On a voice vote, all voted aye.
