NOTICE OF PUBLIC HEARING
The Wheaton Planning and Zoning Board will hold a public hearing on Tuesday, November 8, 2016 at 7:00
p.m. in the Council Chambers of the Wheaton City Hall, 303 West Wesley Street, Wheaton, Illinois, to
consider the following zoning application:
Zoning Application #16-25. An application requesting an amendment to the text of the Wheaton Zoning
Ordinance pertaining to Mother and Infant Support Centers. The proposed text amendment considers
adding the following new language to Articles II, XV and XXII of the Wheaton Zoning Ordinance:
I. Amend Article II of the Zoning Ordinance to add the following definition:
Mother and Infant Support Center: Facility operated by a non-governmental organization providing
on-site residential, training, counseling and personal care services to women who are pregnant or
who have infant children, and providing on-site personal care services to infant children of women
residing in the facility.
II. Amend Article XV, Section 15.1 of the Zoning Ordinance to add the following to the schedule of Uses
requiring a Special Use Permit in the O-R District:
Mother and Infant Support Centers. The minimum lot area per adult resident is 1,360 sq. ft. The
facility shall have at least one live-in supervisor per 15 adult residents. The facility shall have
dedicated kitchen and dining areas for residents, and shall have dedicated areas for skills training.
The facility shall also contain the business offices of the sponsoring organization that shall be
occupied on a day-to-day basis.
III. Amend Article XXII, Section 22.5 of the Zoning Ordinance to add the following use with its associated
parking requirement:
Mother and Infant Support Centers. 1 parking space per adult resident, 1 space per employee, and .25
guest parking spaces per adult resident.
The application is further requesting a special use permit to allow a Mother and Infant Support Center to
operate out of the existing building located at 301 West Roosevelt Road. The subject property will remain in
the O-R Office Research zoning district.
The application has been submitted by The Butterfly Garden NFP, P.O. Box 199, Clarendon Hills, IL on behalf
of the property owner, PCM Properties, LLC, c/o Investco Ltd., Two Peachtree Pointe, 1555 Peachtree Street
NE, Atlanta, GA 30309.
The subject property is legally described as:
LOT 1 IN POWER SHARES PLAT OF CONSOLIDATION IN THE SOUTHWEST ¼ OF SECTION 16,
TOWNSHIP 39 NORTH, RANGE 10 EAST OF THE THIRD PRINCIPAL MERIDIAN, SAID PLAT

At the public hearing, anyone wishing to make a public statement will be encouraged to do so. Written
comments may be submitted to the Board prior to or at the public hearing. A copy of the application is
available for review in the office of the Director of Planning and Economic Development, 303 West Wesley
Street, Wheaton, Illinois during normal business hours.
