NOTICE OF PUBLIC MEETING
The Wheaton City Council will conduct a public meeting on Monday, March 9, 2020 at 7:00 PM in the City
Council Chambers of the Wheaton City Hall to consider a request from the Wheaton Park District to amend
the Special Use Permit for Memorial Park authorized by Ordinance No. O-2019-21 to permit the sale of
alcohol for events at Memorial Park that are both categorized as Special Events and those events that are
not.
Ordinance No. O-2019-21 permits the sale of alcohol for events at Memorial Park that are categorized as
Special Events (events such as the Taste of Wheaton, Brewfest and October Fest are categorized as Special
Events). The Park District is now seeking to sell alcohol at events that are not categorized as Special Events
(events such as the proposed Concert Series; 10 dates - 5 weeks, two days each weekend and Shakespeare in
the Park).
The specific language of the proposed amendment to the existing Special Use Permit Ordinance No. O-2019-
21, subsection E would read as follows:
“E. ALCOHOL SALES: All events including but not limited to a fair, carnival, circus, festival, concert,
demonstration, march, rally, performance, or show that take place within the boundaries of the Subject
Property, shall be reviewed by the City as set forth in Chapter 10, Article II, Special Events, and considered an
individual Special Event, despite the fact that an event may not meet the definition of a Special Event set
forth in Section 10-4, Definitions. Sales of alcohol on the Subject Property shall also be subject to the
provisions of an Outdoor Special Event Liquor License as provided for in Section 6.87.5, Outdoor Special Event
Liquor License, as well as all other applicable provisions of Chapter 6, Alcoholic Beverages. The Park District
shall contract with the City to provide two off-duty police officers present at each outdoor event at all times
during the hours of operation. At the Chief of Police’s discretion, the Park District shall be required to hire
additional off-duty officers once attendance at any event exceeds five hundred (500) persons. Notice to the
Chief of Police of attendance in excess of five hundred (500) persons shall be provided prior to five (5)
business days of a scheduled outdoor event. All outdoor sale of alcohol permitted under an Outdoor Special
Event Liquor License at the Subject Property shall cease no later than 9:30pm.”
At the public meeting, anyone wishing to make a public statement will be encouraged to do so. Written
comments may be submitted to the Mayor and City Council prior to or at the public meeting. A copy of
the request from the Wheaton Park District to amend the Special Use Permit for Memorial Park is available
for review in the office of the Director of Planning and Economic Development, 303 West Wesley Street,
Wheaton, Illinois during normal business hours.
