Adjournment MEMORANDUM TO: The Honorable Mayor and City Council FROM: Michael G. Dzugan, City Manager DATE: November 20, 2020 SUBJECT: Review Special Service Areas 2, 3, and 8 Objective Review Special Service Areas 2, 3, and 8 seeking City Council direction on levy amounts for each of the three Special Service Areas. Background The City Council reviewed draft levies for Special Service Areas 2, 3, and 8 on October 12, 2020. The City Council directed staff to provide for public hearings on the three special service areas noticing levy increases to maximum amounts to provide the City Council with full flexibility to establish an appropriate levy after discussion. The first reading on a levy ordinance for each of the SSAs is set for December 7 with adoption December 21. Analysis Attached are Fact Sheets for each SSA, including a boundary map. The Fact Sheets include term, purpose, 2020 estimated EAV, 2020 estimated tax rate and levy, and maximum tax rate and levy. A summary of some of the key points of each SSA are provided below. Special Service Area 2, “Central Business District Parking” • Purpose is somewhat vague on type of expenses supporting the purpose - “provide no fee one- and two-hour customer parking at certain location within the central business district.” • Discussed as part of establishment the capture of lost meter revenue. • Can validate additional expenses to maintain free parking in the area. • Should the City Council desire to eliminate on street parking meters outside of SSA 2 it may be worth considering dissolving SSA 2 and capture parking expenses through SSA 8. Special Service Area 3, “Streams” • Purpose is very limiting – maintenance of shoreline and lands around lakes. • Purpose would not support funding dredging of the lakes. • Currently, extensive legal review of a complex land ownership question (4 parcels that make up the lakes and adjacent land) is being done. Ownership issues will impact options for dredging. Special Service Area 8, “Downton Wheaton Association” • Purpose is clearly defined. • Tax receipts are allocated to fund Downtown Wheaton Association, currently at $250,000. • Maximum tax rate would generate $446,000. • Additional expenses that would meet the stated purpose have been shared previously and include the following: • The DWA is requesting funding at $275,000, see attached budget. A levy producing $275,000 would require a tax rate of $.2779, representing a 13.3% increase in the amount a property owner would pay to SSA 8.
