NOTICE OF PUBLIC HEARING
The Wheaton Planning and Zoning Board will hold a public hearing on Tuesday, August 8, 2023 at 7:00
p.m. in the Council Chambers of the Wheaton City Hall, 303 West Wesley Street, Wheaton, Illinois, in-
person and via zoom at https://us02web.zoom.us/j/82130653007 or dial (312) 626-6799, Meeting ID:
821 3065 3007, Passcode: 151645 to consider the following zoning application:
Zoning Application #23-15. An application requesting a rezoning of 100 W. Roosevelt Road to the R-5
Residential District with a special use permit for a planned unit development to allow the two existing
office buildings to be converted into two multi-family dwelling buildings. The multi-family dwelling
development is proposed to contain eight apartments in each building, totaling 16 units, and 80 surface
parking spaces. The property is 64,143 square feet (1.47 acres) in size and currently zoned O-R Office
Research District.
This special use permit for a planned unit development is requesting the following variations:
1. Per Article 2, Usable Open Space Definition - Open space (contiguous to and provided for private
usage of the individual dwelling units) of 0.0 square feet in lieu of the required 70.0 square feet.
2. Per Article 6.6.2a.1a - A southern parking lot perimeter landscape setback ranging between 14.0
- 15.0 feet in lieu of the required 15.0 feet.
3. Per Article 6.6.2b.1a - A western parking lot perimeter landscape setback ranging between 9.0 -
10.0 feet in lieu of the required 15.0 feet.
The application has been submitted by Wise Capital Fund Chicago 1 LLC, 1200 Shermer Road, Suite 206,
Northbrook, IL 60062 on behalf of the property owner, Islander LLC, 126 W. Oak, Chicago, IL 60610.
The subject property is legally described as:
UNITS A-1, A-2, A-3, A-4, B-1, B-2, B-3, AND B-4 IN PARK PLACE OFFICE CONDOMINIUM, AS DELINEATED
ON A SURVEY OF THE FOLLOWING DESCRIBED REAL ESTATE: CERTAIN LOTS IN MILTON TOWNSHIP
SUPERVISOR’S ASSESSMENT PLAT NO. 3 IN SECTIONS 20 AND 21, TOWNSHIP 39 NORTH, RANGE 10,
EAST OF THE THIRD PRINCIPAL MERIDIAN, ACCORDING TO THE PLAT THEREOF RECORDED APRIL 15,
1944 AS DOCUMENT 461083 AND CERTAIN LOTS IN FAIRWAY UNIT NUMBER ONE, BEING SUBDIVISION
OF PART OF THE NORTHWEST ¼ OF SECTION 21, TOWNSHIP 39 NORTH, RANGE 10, EAST OF THE THIRD
PRINCIPAL MERIDIAN, ACCORDING TO THE PLAT THEREOF RECORDED MAY 3, 1946 AS DOCUMENT
497155, BOTH IN DUPAGE COUNTY, ILLINOIS, WHICH SURVEY IS ATTACHED AS EXHIBIT “C” TO THE
DECLARATION OF CONDOMINIUM AS DOCUMENT R-83-33352, TOGETHER WITH IT UNDIVIDED
PERCENTAGE INTEREST IN THE COMMON ELEMENTS.

At the public hearing, anyone wishing to make a public statement will be encouraged to do so. Written
comments may be submitted to the Board prior to or at the public hearing. A copy of the application is
available for review in the office of the Director of Planning and Economic Development, 303 West Wesley
Street, Wheaton, Illinois during normal business hours.
