Call to Order and Roll Cali The public hearing of the Wheaton City Council was called to order at 7:00 p.m. by Mayor Suess. The public hearing was held in the Council Chambers, Wheaton City Hail, 303 W. Wesley Street, Wheaton, illinois. Upon roll call, the following were: Physically Present: Mayor Suess Councilman Barbier Councilwoman Bray—Parker Councilman Brown Councilman Clousing Councilwoman Robbins Councilman Weller City Staff Present: Michael G. Dzugan, City Manager James Kozik, Director of Planning & Economic Deveiopment Joseph Tebrugge, Director of Engineering Erik Berg, Management Analyst Halie Cardinal, Public Relations Coordinator II. Public Hearing — Annexation Petition/Kretz/ZA #25-02/1703 N. Stoddard Avenue a. Staff Presentation Associate Attorney Caitlin Csuk with Rosanova & Whitaker presented on behaif of the petitioners Adam and Darcie Kretz, property owners of 1703 N. Stoddard Ave. Ms. Csuk stated the petitioners are seeking annexation of their property, rezoning the property to the R-3 Residentiai District, and connecting to City water and sewer to allow the construction of a new two—story single-family residence. Ms. Csuk stated that the majority of the surrounding properties are incorporated in the R-3 District. The petitioners are working with M House Deveiopment, a custom home building firm serving the Chicagoiand area for over 2O years. While the petitioners are still working with the firm on the final design elements of the home, the footprint depicted on the site plan that was submitted on the application will not change. She stated that the proposed home meets or exceeds the City’s minimum bulk standards in the R—3 District and no variances are requested. b. Public Comment There were no public comments. Council Comment In response to a question by Mayor Suess regarding the need for the easements requested, Director of Engineering Tebrugge stated that the request for easements is due to the standard requirement of the City Code for al| plats to have public utility and drainage easements on the side and rear lot lines. Director of Engineering Tebrugge stated these easements do not exist because the property is not currently in the City of Wheaton; it is unincorporated property. Ill. Adjournment Councilwoman Robbins moved and Councilman Weller seconded a motion to close the public hearing at 7:03 p.m. Roll Call Vote: Ayes: Councilwoman Robbins Councilman Weller Councilman Barbier Councilwoman Bray-Parker Councilman Brown Mayor Suess Councilman Clousing Nays: None Absent: None Motion Carried Unanimously Respectfully submitted, Halie Cardinal

NOTICE OF PUBLIC HEARING The Wheaton City Council, acting as a hearing body, will hold a public hearing on Monday, February 24, 2025, at 7:00 p.m. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street, Wheaton, Illinois, in-person and via zoom at https://us02web.zoom.us/webinar/register/WN_Uoiqo0APRrmB8ONMpe1zlg or dial (312) 626-6799, Meeting ID: 811 5025 7397, Passcode: 905424 to consider the following zoning application: Zoning Application #25-02. A petition for annexation of the property located at 1703 N. Stoddard Avenue to the City of Wheaton. The property would be rezoned to the R-3 Residential District zoning classification. The property is currently vacant, and a new two-story single-family residence would be constructed. The new residence would be connected to City water and sewer. The petition has been submitted by Adam and Darcie Kretz, 704 Countryside Drive, Wheaton, IL 60187. The subject property is legally described as: LOT 13 IN BLOCK 5 IN ARTHUR T. MCINTOSH AND COMPANY’S WHEATON FARMS, BEING A SUBDIVISION OF THE WEST HALF OF THE NORTHWEST QUARTER OF SECTION 10, ALSO THAT PART LYING SOUTH OF THE CENTER LINE OF GENEVA ROAD OF THE SOUTHWEST QUARTER OF THE SOUTHWEST QUARTER OF SECTION 3, ALL IN TOWNSHIP 39 NORTH, RANGE 10, EAST OF THE THIRD PRINCIPAL MERIDIAN, IN DUPAGE COUNTY, ILLINOIS. P.I.N. 05-10-107-004 The subject property is commonly known as 1703 N. Stoddard Avenue, Wheaton, IL 60187. At the public hearing, anyone wishing to make a public statement will be encouraged to do so. Written comments may be submitted to the Mayor and City Council prior to or at the public hearing. Copies of both the annexation petition and agreement are available for review in the office of the Director of Planning and Economic Development, 303 West Wesley Street, Wheaton, Illinois during normal business hours.
