NOTICE OF PUBLIC HEARING
The Wheaton Planning and Zoning Board will hold a public hearing on Tuesday, December 9, 2025, at
7:00 p.m. in the Council Chambers of Wheaton City Hall, 303 West Wesley Street, Wheaton, Illinois, in-

application:
Zoning Application #25-26. An application requesting an amendment to an existing special use permit
for a building primarily devoted to religious worship pursuant to Article 31.1.A of the Wheaton Zoning
Ordinance to demolish a 25,932 square foot portion on the north side of the existing church building
and then construct a 30,031 square foot addition on the north side of the existing church building. A
variation is requested to Article 31.3.A of the Wheaton Zoning Ordinance Build to Zone of 0 to 20 feet
(the distance that a building or structure is located from a front lot line) to 80 feet. The property is
zoned in the R-R-2 Large Zoning District. The existing 700-seat sanctuary would remain.
The application further requests the removal of two restrictions contained in Ordinance E-3932 (the
original special use permit ordinance for the subject property), the first, requiring the southern parking
lot to be closed off from the northern parking lot (except between 8:30 am and 11:30 am on Sundays),
and the second, requiring the church to maintain the existing residence and accessory structures at 431
Pershing Avenue.
The properties located at 431, 529, and 533 Pershing Avenue would be rezoned from the R-3 Residential
District to the R-R-2 Large District, demolished, and consolidated with the existing church property at
520 E. Roosevelt Road. The existing parking areas would be reconfigured to provide a total of 306 on-
site parking spaces.
The application has been submitted by the property owner, the Wheaton Evangelical Free Church, N/K/A
the Compass Evangelical Free Church, 520 E. Roosevelt Road, Wheaton, IL 60187.
The property that is the subject of the special use permit is legally described as:
LOTS 1 AND 2 OF WHEATON EVANGELICAL FREE CHURCH PLAT OF RESUBDIVISION, A SUBDIVISION IN THE NORTH HALF OF SECTION
21, TOWNSHIP 39 NORTH, RANGE 10 EAST OF THE THIRD PRINCIPAL MERIDIAN ACCORDING TO THE PLAT THEREOF RECORDED
MARCH 7, 1995 AS DOCUMENT R95-026477 IN DUPAGE COUNTY, ILLINOIS; AND LOT 1 (EXCEPT FOR THE NORTH 97.0 FEET
THEREOF) AND LOT 2 OF FLEISCHMANN'S DIVISION OF LOT 33 OF ROOSEVELT HEIGHTS, BEING A SUBDIVISION IN THE NORTH HALF
OF SECTION 21, TOWNSHIP 39 NORTH, RANGE 10 EAST OF THE THIRD PRINCIPAL MERIDIAN ACCORDING TO THE PLAT THEREOF
RECORDED MAY 23, 1974 AS DOCUMENT R74-24972 IN DUPAGE COUNTY, ILLINOIS.

The subject property is commonly known as 520 E. Roosevelt Road and 431, 529, and 533 Pershing Avenue,
Wheaton, IL 60187.
At the public hearing, anyone wishing to make a public statement will be encouraged to do so. Written
comments may be submitted to the Board prior to or at the public hearing. A copy of the application is
available for review in the office of the Director of Planning and Economic Development, 303 West Wesley
Street, Wheaton, Illinois, during normal business hours.
