VILLAGE OF WINNETKA BOARD OF FIRE & POLICE COMMISSIONERS MINUTES April 30, 2025 Approved: May 19, 2025 A record of a legally convened Special Meeting of the Winnetka Board of Fire & Police Commissioners, which was held in the Village Hall Conference Room (510 Green Bay Road) on Wednesday, April 30, 2025, at 4:00 PM. 1) Call to Order: Chairperson Benson called the Special Meeting to order at 4:00 PM. Secretary Storkman called the roll. Present: Chairperson Margaret (Meg) Benson, Commissioner Scott Myers, Commissioner Julian Solotorovsky, and Benefits Manager Lizzy Storkman (Board Secretary). Absent: None Also Present: None. 2) Public Comment and Questions. None. 3) Approval of Minutes. Commissioner Solotorovsky moved to approve the minutes of the April 15, 2025, Board of Fire and Police Commissioners special meeting as presented. The motion was seconded by Commissioner Myers. By voice vote, the motion carried. 4) New Business. a) Approval of Patrol Officer Final Eligibility List Secretary Storkman shared with the Board that the Village recently completed the application period, written exam, and collection of preference points to establish the 2025 Patrol Officer Eligibility List. 27 candidates took the written exam with 26 achieving a passing score to place on the list. As the 2024 eligibility list has been exhausted, this new list will take effect immediately. Commissioner Myers moved to approve the 2025 Patrol Officer Eligibility List, which takes effect on April 30, 2025 and will be valid for two years, and instructed staff to schedule the top 15 candidates on the list for screening interviews. The motion was seconded by Commissioner Solotorovsky. By roll call vote, the motion carried. Ayes: Chairperson Benson, Commissioner Myers, and Commissioner Solotorovsky. Nays: None. Absent: None. The Commissioners reviewed their patrol officer oral interview questions and tentatively selected dates for candidate interviews in May. 5) Closed Session: None. 6) Other Business: None. -1- 7) Adjournment: Chairperson Benson moved to adjourn the Special Meeting. Commissioner Myers seconded the motion. By voice vote, the motion carried. The meeting adjourned at 4:13 PM. Secretary Storkman called the roll. Present: Chairperson Margaret (Meg) Benson, Commissioner Julian Solotorovsky, Commissioner Scott Myers, and Benefits Manager Lizzy Storkman (Board Secretary). Absent: None Also Present: Police Chief Brian O’Connell 2) Public Comment and Questions. None. 3) Approval of Minutes. Commissioner Myers moved to approve the minutes of the January 28, 2025, Board of Fire and Police Commissioners special meeting as presented. The motion was seconded by Commissioner Solotorovsky. By voice vote, the motion carried. 4) New Business. a) Call for Examination – Police Sergeant Promotional Process Commissioner Solotorovsky moved to call an examination for the promotional rank of police sergeant to create a new register of eligibles to begin on or about April 21, 2025. Notices of intent will be due to the BFPC Secretary approximately one week after the process announcement. The written exam will be held on July 22. The eligibility and preference points requirements will follow the BFPC Rules and Regulations. The motion was seconded by Commissioner Myers. By roll call vote, the motion carried. Ayes: Chairperson Benson, Commissioner Solotorovsky, and Commissioner Myers. Nays: None. Absent: None. b) Police Recruitment Updates Secretary Storkman provided an update on the Village’s entry-level patrol officer recruitment and that staff anticipates having the final eligibility list ready for Board review and approval the week of April 28. Additionally, staff continues to review lateral patrol officer applications.
