1 ZONING ADMINISTRATOR 2 OCTOBER 18, 2023, MEETING MINUTES 3 4 Village Staff: David Schoon, Director of Community Development 5 Ann Klaassen, Assistant Director of Community Development 6 7 Call to Order: 8 Mr. Schoon called the meeting to order at 4:03 p.m. 9 10 Public Comment: 11 Mr. Schoon noted for the record that there is no one from the public in attendance to provide public 12 comment. 13 14 New Applications: 15 a. Case No. 23-17-ZA - 1057 Vine Street: An application seeking approval of a zoning variation to 16 allow a new garage door on the existing detached garage that would exceed the maximum permitted 17 width for a front-facing garage door. The Zoning Administrator has final jurisdiction on this request. 18 Mr. Schoon stated he reviewed the materials prior to the meeting and asked for the applicant’s 19 explanation of the request. 20 21 Elke Rehbock, the owner of 1057 Vine Street, stated the garage was built 20-30 years ago for smaller 22 vehicles. She explained that the existing garage does not accommodate their vehicle. She stated their 23 newest vehicle has an automatic brake which does not allow them to drive the car into the garage, and it 24 also cannot fit in the garage due to the width of the individual doors. Ms. Rehbock stated she asked Susan 25 Rundle to assist with the garage design and to help find the most cost-effective solution which would 26 allow them to park both of their vehicles in the garage. She added there is no alternative to access the 27 garage due to the tree’s location. 28 29 Ms. Rundle stated they would go from two eight-foot wide garage doors to an 18-foot wide garage door. 30 She stated the only difficulty related to the sheer walls that are required on either side and that they 31 wouldn’t be able to put in two doors and comply with the wind load. 32 33 No members of the public were in attendance to provide public comment and no correspondence was 34 received from the public regarding this request. 35 36 Mr. Schoon stated based upon the written materials and oral presentation, he found that the request met 37 the standards for granting such variation and approved the request. 38 39 Adjournment: 40 The meeting adjourned at 4:07 p.m. 41 42 Respectfully submitted, 43 44 Antionette Johnson 45 Recording Secretary

Page 1 of 12 NOTICE OF WINNETKA ZONING ADMINISTRATOR PUBLIC HEARING Notice is hereby given that a public hearing will be held by the Winnetka Zoning Administrator on WEDNESDAY, OCTOBER 18, 2023, AT 4:00 PM in the Council Chamber of the Winnetka Village Hall at 510 Green Bay Road, Winnetka, Illinois for the purpose of considering the following: CASE NO. 23-17-ZA 1057 VINE STREET – GARAGE DOOR An application submitted by Elke Rehbock and Philippe Blanchard (collectively, the “Applicant”), as the owner of the property located at 1057 Vine Street (the “Subject Property”), to allow a new garage door on the existing detached garage on the Subject Property. The Applicant has filed an application seeking the following variation from the Zoning Ordinance: 1. A variation to exceed the maximum permitted width for a front-facing garage door. The Subject Property (Parcel Index Number 05-17-305-002-0000) is generally located on the north side of Vine Street and the south side of Chatfield Road, between Locust Street and Burr Avenue, and is zoned R-4 Single Family Residential. The Subject Property contains an existing two-story residence and a detached garage.
