1. Approve Memorandum of Understanding with the Georgia Department of
City Council

Community Affairs to Grant the City of Woodstock PlanFirst
Designation (Cameron Dunn)
Request for approval of the City of Woodstock as a PlanFirst Community, a recognition
for communities that demonstrate exemplary implementation of their Local
Comprehensive Plan. Staff is requesting that City Council approve a memorandum of
understanding with the State to memorialize this distinction.
2. Approve FY 2026 PTO Payouts and Related MAJBA JE 20098 - PTO
Payouts (Ron Shelby)
Request for approval of major budget amendment (MAJBA) JE 20098 to allocate
expenses from Transfers and Other Uses (Dept 9999) to respective departments for the
PTO payout in accordance with the Personnel Policy Sec 34-143(l). Funds for this item
were budgeted for in Transfers & Other Uses (Dept 9999) within each respective fund.
This budget amendment will disperse the funds to the individual departmental budgets
upon approval. This request is also for approval to proceed with the PTO payout.
3. Consideration for Approval of MAJBA JE 20099 - DDA Series 2020 Bond
Issuance Early Payoff (Ron Shelby)
On 10/13/2025, Council approved/authorized the prepayment (i.e., early payoff) of the
DDA Series 2020 bond issuance. This major budget amendment is to use Parking
Deck/Redevelopment fund balance reserves to pay off this bond issuance early. Early
payoff date is December 5, 2025.
4. Approval of Modifications to Woodstock Water and Sewer Service Boundary
Park Ave (Jeremy Parker)
Request for approval of territory change for Woodstock Water and Sewer to include
transfer of 272 Park Avenue Parcel 15N17C-320 and 270 Park Avenue Parcel 15N17C-
319 in the Park Place Subdivision to CCWSA. This facilitates the development of the
parcel where Woodstock Sanitary Sewer is not available.
5. Approve MAJBA JE 20123 - Additional Funding for Brownlee Road Extension
Project (Jeremy Parker)
Request for approval of this major budget amendment (MAJBA JE 20123) to re-purpose
a portion of undesignated funds from Infrastructure to the Brownlee Road Extension
project for costs related to the developer agreement with the city for services provided by
Lennar.
6. Approve Surplus/Dispose of Various Parks and Recreation Equipment, and
Office Furniture (Brian Borden)
Request for approval to surplus and dispose of various Parks and Recreation
equipment, and office furniture. Full list of items provided in agenda packet. Office
furniture will be disposed via E-recycle, GovDeals online auction or other appropriate
method.
Items to be surplus include the following:

7. Approve Surplus/Dispose of Various IT Equipment, Laptops, & Desktops (Katy

8. Reject All Bids Submitted for RFB 2026 - 02 - HMGP 4685-0027 – City Annex
Generator Upgrade & Pump Station (4) Fixed Generator Replacement

Request to reject all bids submitted for RFB 2026 - 02 for HMGP 4685-0027 – City
Annex Generator Upgrade & Pump Station (4) Fixed Generator Replacement Project.
The City received one submittal. The review committee determined it is in the City's best
interest to reject all submittals. This project has federal funding and the number of
submissions does not satisfy the federal requirement for adequate competition. The City
intends to revaluate the scope of work, make adjustments as necessary, and rebid the
project.
9. Approve MAJBA JE 20133 - To Fund Vista Ridge Subdivision Hendon Rd
Speed Tables (Jeremy Parker)
Request the approval of this MAJBA JE 20133 to use Council Contingency to fund the
installation of two (2) speed tables and related signage on Hendon Road in the Vista
Ridge Subdivision as discussed at the 10/20/2025 Council Work session.
10. Ratify a Deed Conveying Purchased and Donated Land from Ridgewalk
Heights, LLC to the City (Chris Luly)
Request for approval to ratify a deed purchasing land and accepting the donation of land
related to the development of Fire Station #28 at Ridgewalk Parkway.
11. Approve 2026 Council Meeting Calendar (Robyn Adams)
Request for approval of the 2026 Council Meeting Calendar.
