MEETING CALLED TO ORDER 7:00 PM Meeting called to order at The Chambers at City Center, 8534 Main Street, Woodstock, GA. ITEM 2. RECOGNITION OF GUESTS AND VISITORS 1. Proclamation - The Dean House 150th Anniversary (Michael Caldwell) 2. Recognition of Misty Smith - Municipal Court Clerk Certification (Michael Caldwell) ITEM 3. ANNOUNCEMENTS 1. Announcements (Brian Wolfe) The Holiday Sip and Shop takes place in downtown Woodstock on Thursday, November 20th from 5 to 9 p.m. Tickets are $10 per person, and they are available at the Woodstock Visitors Center or online at visitwoodstockga.com. IN WDSTK's Annual Jingle mINgle takes place on Thursday, December 4th at 6 p.m. at Reformation Brewery. Proceeds from ticket sales and the raffle benefit Woodstock Public Safety Foundation to assist with Woodstock's Shop with a Hero event. Tickets are on sale at inwdstk.org. The 29th Annual Christmas Jubilee & Parade of Lights takes place on Sunday, December 7th beginning at 5:30 p.m. The parade starts at Woodstock Elementary School on Rope Mill Road and continues south through downtown Woodstock to the Sam's Club on Main Street. After the parade, don't miss the festival and tree lighting in the Park at City Center. Parade float applications and festival vendor applications are available in the special events section of woodstockparksandrec.com. The November 24th Meeting of Mayor and Council is cancelled. City offices will be closed November 27th and 28th in observance of Thanksgiving. ITEM 4. MEETING DECORUM City Council 1 ITEM 5. PUBLIC COMMENT ITEM 6. CONSENT AGENDA 1. Approve Additional Compensation for Services Rendered & MAJBA JE 20228 (Jeff Moon) Request for approval to pay and to approve the major budget amendment (MAJBA JE 20228) as presented. Funds for this item were budgeted for in 9999 Other General Uses Department in each fund. The major budget amendment will disperse the funds to the individual departmental budgets upon approval. 2. Approve Temporary Alcohol License - Georgia Craft Brewers Festival 04-11- 2026 (Melissa Sigmund) Request for approval of a one-day Temporary Alcohol Permit (beer, wine and distilled spirits) for Georgia Craft Brewers Festival at 111 Elm St. (Woodstock Arts Green) on Saturday, April 11th, 2026. 3. Adopt Resolution No. 2025-038 Repealing the Authorization of Condemnation Proceedings for Parcel 69, Related to the Neese North Project, Previously Approved in Resolution No. 2025-020 (Jeremy Parker) Request for approval to adopt Resolution No. 2025-038 repealing the previous authorization of condemnation for Parcel 69 related to the Neese North roadway project. On August 11,2025 Resolution No. 2025-020 was adopted that authorized initiating condemnation proceedings for certain parcels. Since adoption of that ordinance, the City has come to an agreement with the property owner and condemnation is no longer required to successfully complete the project. This resolution only repeals condemnation proceedings for Parcel 69. 4. Approve Purchase Agreement for New Sutphen Fire Engine (Shane Dobson) Request for approval to purchase new Sutphen Fire Engine. The funding was earmarked from SPLOST VII, and this purchase was presented during the FY26 budget presentations. This engine is a scheduled replacement for Fire Station 10 and has a 36- 38 month lead time. 5. Adopt Resolution No. 2025-040 to Certify 2025 Election Results (Robyn Adams) Request for approval to adopt Resolution No. 2025-040 to certify the 2025 Municipal General Election Results and the 2025 Special Election Results. ITEM 7. PUBLIC HEARING 1. Consideration of CUP#090-25: 7654 and 7664 Main Street (Public Hearing & Vote) (Cameron Dunn) Request for consideration of CUP# 090-25. Staff recommends City Council approval of a Conditional Use Permit (CUP) to allow “Recreational Center/Facility” at a property in the Downtown- Residential/Office zone with concurrent Variances for site and architectural standards, subject to the staff-recommended and Planning Commission amended conditions of approval. 2. Consideration of V#216-25: 100 Creative Way (Public Hearing/Vote) (Natalie Faustine) Request consideration of V# 216-25. Staff recommends that the City Council partially approve case V#216-25, subject to the staff-recommended conditions of approval. 3. Consideration of V#214-25: 119 and 123 Rusk Street (Public Hearing & Vote) (Cameron Dunn) Request for consideration of V# 214-25. Staff recommends City Council denial of a City Council 2 Variance to eliminate the requirement to dedicate right-of-way, construct parallel parking, and deviate from sidewalk supplemental zone requirements in accordance with D1 Street Standards in the Downtown District. The Applicant tabled their project prior to the item appearing at the August 25, 2025 City Council meeting, and has chosen to bring their case forward for Council consideration as a part of the November 17, 2025 agenda. 4. Consideration of ZTA#019-25: Density Bonus Updates (Public Hearing & Vote) (Cameron Dunn) Request for consideration of ZTA# 019-25. Staff recommends that City Council approve of a Zone Text Amendment that amends Chapter VII (Performance Zoning Standards) of the Land Development Ordinance to update density bonuses for development projects in the Downtown District. 5. Consideration of ZTA#018-25: Tree Ordinance Updates (Public Hearing & Vote) (Cameron Dunn) Request for consideration of ZTA# 018-25. Staff recommends City Council approval of a Zone Text Amendment that amends Chapter IX (Tree Preservation and Replacement Standards) to clarify how fines are assessed and levied for violations of the Land Development Ordinance. ITEM 8. NEW BUSINESS 1. Consideration of Approval of RFB 2026-04 - Towne Lake Parkway Widening (Award RFB and Contract) (Chris Luly) Request for approval of the award and contract to Bartow Paving Company for RFB 2026-04. The project consists of the widening and improvements to Towne Lake Parkway from Woodstock Road to Mill Street. If approved, this will also authorize the Mayor to execute the contract. ITEM 9. OLD BUSINESS 1. Consideration of Approval of Land Bank IGA (Jeff Moon) Request for consideration of approval of IGA Contract between Cherokee County and City of Canton, and Holly Springs with Cherokee Regional Land Band Authority.
