1. Consideration of Approval to Adopt Planning Commission Meeting Minutes –
July 10, 2025 (Maria Chang)
ITEM 3. PUBLIC HEARINGS
1. Consideration of A#128-25: 268 & 270 Arnold Mill Rd (TABLED by Staff to a
Future Date) (Cameron Dunn)
This case has been tabled by City staff. It will be rescheduled for consideration at a
future meeting.
2. Consideration of A#127-25: Putnam Ford Dr (Public Hearing & Vote) (Hannah
Menard)
Staff recommends that the Planning Commission recommend City Council approval of
the annexation and rezoning of three Cherokee County parcels generally west of
Putnam Ford Dr (15N05198B, 15N05198B, 15N05201) and the rezoning of one City of
Woodstock parcel (15N05A368). Staff further recommends the partial approval of the
concurrent Variance requests to accommodate the proposed 34-unit addition to the
Summit at Towne Lake subdivision. In addition, staff recommend that the City Council
approve an update to the adopted Cherokee County Growth Boundary Agreement
(GBA).
3. Consideration of V#214-25: 119 and 123 Rusk Street (Public Hearing &
Vote) (Cameron Dunn)
Staff recommends that the Planning Commission recommend City Council denial of a
Variance to eliminate the requirement to dedicate right-of-way, construct parallel parking,
and deviate from sidewalk supplemental zone requirements in accordance with D1
Street Standards in the Downtown District.

4. Consideration of V#215-25: 109 Rope Mill Rd (Public Hearing & Vote) (Natalie
Faustine)
Staff recommends that the Planning Commission recommend City Council approve a
Variance to allow renovations that exceed the 30% gross floor area limit set by the LDO
at 109 Rope Mill Road, subject to staff recommended conditions of approval.
5. Consideration of A#129-25: Little River (Public Hearing & Vote) (Niwana Ray)
Staff recommends that Planning Commission recommend City Council approve project
A#129-25.
