FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager provide City Council with a report detailing a list of all languages spoken within the Worcester Public Schools (WPS) and the fifty (50) available real-time language translations to the Worcester Police Department (WPD) through Body-Worn Camera (BWC) software, Axon Performance. Further, request City Manager request Police Chief work with Axon Performance to request additional languages be made available to WPD, contingent on the increased amounts of languages spoken within WPS compared to the already available fifty (50) languages to WPD. 9b. FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request Police Chief provide City Council with a report detailing the annual costs relative to ShotSpotter, ShotSpotter Connect, and Resource Router since the first contract was initiated in 2014. 9c. FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request Police Chief provide City Council with a report detailing the number of arrests and/or detainments made as a result to gun violence in the city and which arrests and/or detainments were made with assistance from ShotSpotter activation calls. Further, request said report include details relative to the types of treatments administered by Worcester Police Department (WPD) on scene at said calls. 9d. FROM THE COMMITTEE ON PUBLIC SAFETY - Request City Manager request Fire Chief schedule multiple civil service recruitment events at different locations across the city for the purpose of reaching more candidates to recruit for the Worcester Fire Department (WFD). Further, request said events include notification to City Council when civil service events are scheduled, including the districts where said meetings will be held. 9e. FROM THE COMMITTEE ON PUBLIC SERVICE AND TRANSPORTATION - Request City Manager provide City Council with a report concerning the feasibility of allowing residents to make voluntary contributions and donations to public access TV. 9f. FROM THE COMMITTEE ON PUBLIC SERVICE AND TRANSPORTATION - Request City Manager consider expediting appointments to the Cable Advisory Committee to allow for increased discussion of the Charter Communications/Spectrum contract negotiations. 9g. FROM THE COMMITTEE ON PUBLIC SERVICE AND TRANSPORTATION - Request City Manager provide City Council with a report concerning the timelines associated with easements granted to Charter Communications/Spectrum. FROM THE COMMITTEE ON TRAFFIC AND PARKING - Request City Manager request Commissioner of Transportation and Mobility retrofit existing traffic signal at Chandler St. and Mill St. intersection with Accessible Pedestrian Signal (APS) push buttons, pending funding. 10c. ORDERS - Part I 11a. Request City Manager consider creating a transformative procurement approach that meaningfully supports local, diverse, and emerging businesses. Request City Manager request Chief Development Officer conduct a comprehensive Supplier Diversity Audit within the next ninety (90) days with the following specific requirements: 1) Ensuring that the scope of the audit include a comprehensive review of all Requests for Proposals (RFP’s) and Requests for Responses (RFR’s); 2) no bid contracts under $10,000.00; 3) departmental purchasing patterns; and 4) current participation of Veteran-Owned Businesses (VBE), Emerging Small Businesses (ESB), Women-Owned Businesses (WBE), Minority-Owned Businesses (MWBE), and LGBTQ+ Businesses (LGBTBE). Request City Manager with City Council with a report regarding the feasibility of developing a Sheltered Market Pilot Program one-hundred and twenty (120) days after the completion of any Supplier Diversity Audit that targets procurement strategies focusing on local jobs, Veteran-Owned Businesses (VBE), Emerging Small Businesses (ESB), Women-Owned Businesses (WBE), Minority-Owned Businesses (MWBE), and LGBTQ+ Businesses (LGBTBE). Request City Manager explore the feasibility of not seeking any additional appropriations to conduct any Supplier Diversity Audit or Shelter Market Pilot Program, and instead, ensure said programs only utilize existing Executive Office of Economic Development resources.
