Worcester Retirement Board Meeting Minutes 06/12/2025 Levi Lincoln Chambers City Hall, Worcester, MA 01608 Attendance: Elizabeth Early, Chair, elected Robert Stearns, Ex-Officio John Mahan, Elected Lisa Poske, Executive Secretary Michael Sacco Esq., Board Attorney Nathan Johnson, Labor Relations Specialist, City of Worcester 1. Call to Order: 9:30am • The Board confirmed the next meeting dates of : July 10th 2025 – Regular Meeting 8:30am. • The Board convened in executive session pursuant to M.G.L. c. 30A, § 21(a) (1) and 21(a) (3) to conduct disability hearings and discuss litigation strategy regarding pending cases at 9:30 a.m. and reconvened into open session at 10:32am. R Stearns made the motion, J Mahan 2nd the motion. (3 -0 Roll call) • J Mahan made a motion to accept the May Regular, and Valuation meeting minutes. R Stearns 2nd. (3-0) • R Stearns made a motion to approve the listed superannuation retirements. J Mahan 2nd. (3-0) o All benefits approved by the Worcester Retirement Board are subject to final approval by P.E.R.A.C. • M.G.L. c.32 § 12B Survivor Benefits Approved o The surviving children of Fredette, Amy | DPW | Chf Acct | 18 YOS |(5/4/25 DOD) o L.Poske provided the board information regarding the death of employee Amy Fredette. Her partner applied for section 12B benefits on behalf of her 2 children as the guardian. J Mahan made a motion to approve the 12B benefit. R Stearns 2nd (3-0) • M.G.L. c.32 § 91A Excess Post Retirement Earnings Tabled o Gardiner, James | Health| Director| 28 YOS| (04/18/09 DOR) o Mr. Gardiner was present. E Early explained the Board had come aware that he was working full time since 2022 for the town of Yarmouth and currently Barnstable County. M. Sacco explained the earning limitations of Chapter 32 and that he had over worked the hours and may have to pay back the System the overearnings and risks over earning going forward. o Mr. Gardiner stated he informed the employers he was a public retiree, and they said he was fine to work. Mr. Gardiner stressed he would not have worked if the employers had informed him, he would be in violation and believed he should not pay the over earnings because he was told incorrect information. o M. Sacco explained even though he was misinformed he would still be subject to the penalties. o M. Gardiner requested to consult an attorney and meet with the Board later. o L. Poske will confirm possible over earning amount and will inform the Board and Legal. o M. Sacco left the meeting. • The Board reviewed the submitted monthly financials. o R. Stearns pointed out a mis-booking for PRIT, L Poske will correct before sending to PERAC. E. Early requested L. Poske clean up the residual amounts for funds that are no longer. • L.Poske informed the Board that the monthly scans will continue and will present the results when available. E.Early discussed ORAMs presentation at MACRS • The Board Reviewed PERAC memo 16/2025 Violent Act Injury Disability – Updated Forms • The Board acknowledged the following Retiree Evaluations: o Robinson, A – Powers • L. Poske explained to the board that PTG was upgrading an optional system PTG PensionPro+. L Poske suggested that the Board upgrade to the new system when available. E Early requested L. Poske make sure the new system would still have all the same specialized features our current system has. • L Poske presented a draft for Legal RFP. E Early made some corrections. L Poske will update and present at the next meeting as well as the Custody RFP which will be due around the same time. • J Mahan made a motion to accept the warrants. R Stearns 2nd. (3-0) 2. Adjournment: • R. Stearns made a motion to adjourn at 11:22AM. M.
